Assign the Technician ability to users who perform vehicle maintenance and technical inspections.

The Technician ability is under development. Once available, users with this ability will be able to be assigned to maintenance events and technical inspections within Fleetwise.
The Technician ability will allow workspace users to be designated as qualified technicians who can:
- Be assigned to maintenance events
- Perform and record vehicle inspections
- Log technical observations against vehicles
